The film is set in a dystopian world where bureaucracy has taken over every human activity and, combined with the ruthless cynicism of the powerful, kills those who try to rebel and the few who still manage to dream.
It is the second film in the so-called "trilogy of the imagination", completed by The Bandits of Time (1981) and The Adventures of the Baron of Munchausen (1988).
