Siamo nel 2054, a Washington, dove è stato messo a punto un sistema capace di prevedere i crimini, dunque prevenirli, grazie a tre umani dotati di capacità paranormali. Si chiamano pre-cog, da precognitives. Vivono in una piscina e hanno visioni che poi trasmettono a un secondo livello, a un'unità di pronto intervento, il cui agente capo è John Anderton (Tom Cruise). Ma ecco che i veggenti a un certo punto indicano proprio John come futuro omicida di un tale che neanche conosce....
