Una serie di equivoci porta la polizia a sospettare di un piccolo truffatore disoccupato, Loris, di essere il serial killer di donne che sta terrorizzando il quartiere ("il mostro"); viene così organizzata una missione speciale grazie a Jessica Rossetti, una poliziotta in borghese incaricata di provocarlo per coglierlo in flagrante e arrestarlo al momento giusto.
